Position: Technical Assurance Manager / Lead
Contract Type: Contract or Permanent
Location: Liverpool
Working Arrangements: Hybrid 3 days office, 2 days home
 
People Group is looking to recruit a Technical Assurance Lead from a National Highway or Local Highway Authority background to work for a Leading Transport Consultancy.

Key Responsibilities:
 
  1. Technical assurance review of all Highways associated Work Packages
  2. Oversee the implementation of temporary and permanent Traffic Regulation Orders (new and revocation of existing) needed to facilitate the implementation of the Highways package of works
  3. Act as the Employer’s key liaison point with statutory undertakers and suppliers for the implementation of all utilities diversions and connection works required to facilitate the main construction programme.
  4. Strategy & Planning: Develop and implement the technical assurance strategy for both rail and highway elements of the scheme, working to any existing technical certification process with the Employer already has in place
  5. Design Assurance: Review and assess design deliverables for quality and completeness, identifying potential errors and ensuring adherence to standards early in the lifecycle.
  6. Construction Assurance: Monitor progress, review construction deliverables for evidence of compliance, and raise non-conformances when necessary.
  7. Documentation: Prepare and manage technical assurance documentation
  8. Change Management: Support the management of technical changes and opportunities, including the provision of advice to the Employer in relation to the validity of the proposal in question
  9. Technical stakeholder co-ordination: Liaise with design and construction teams, subject matter experts, and stakeholders to define requirements and facilitate technical assurance activities.
  10. Quality Assurance: Ensure the final product meets the quality, efficiency, and safety expectations of the Employer and asset owners. 
Essentials and Desirables:
  • Prior experience working client-side in a Technical Assurance role.
  • Has worked within the Highways and Rail sector.
  • Experience working alongside Tier 1 contracting companies
  • Has an understanding of S8/S278 Agreements
  • Understanding of design and technical approval processes in both a highway and rail environment
