Position: Commercial Manager
Rate: £450 (Indicative Outside IR35)
Location: Birmingham / Northampton
Start date: ASAP
Contract Duration: 6 months +
Working Arrangements: 3 days on site/office, 2 days from home


People Group is looking to recruit a Commercial Manager from a client-side background to work for a Train Operating Company.

Key Responsibilities:
  • Performing periodic cost reporting, including the provision of Anticipated Final Cost, Actual Cost of Work Performed, and Forecast to Completion.
  • Managing the administration of contracts of varying values and complexity, driving compliance and contractual performance, including NEC Option A, C, and E, Construction Purchase Orders.
  • Managing all contract communication, including creating and distributing action lists, meeting minutes, Early Warnings, Project Managers' Instructions, Compensation Events, and accepting/rejecting Contractors' Notifications.
  • Managing disputes/potential disputes through negotiation, collaborative working, and escalation as required.
  • Supporting the maintenance of the project risk and opportunity register, including valuing the likely cost consequence of each risk/opportunity.
  • Managing the closeout of all assigned projects, implementing close-out plan(s) to ensure all defects are recorded, warranties received, and contracts closed, as well as completion of financial close-out.

Essentials and Desirables:
  • Must have experience doing NEC 4 contracts.
  • Have worked client-side before, preferably for Network Rail or another TOC.
  • Full working knowledge and understanding in using web-based contract management tools (eg Cemar).
  • Hold or be taking a professional stage of membership of The Royal Institute of Chartered Surveyors.
  • Developing packaging and procurement strategies for large, complex infrastructure projects.
  • Cost reporting – including production of cash flow forecasts, variance reporting, and analysis.
