Job Title: NEC Project Manager – Highways (Cover Role)
Location: Penrith (2 days per week in office, remainder remote)
Contract Type: Outside IR35
Organisation: Tier 1 Consultancy
Duration: 3 months+ (potential for extension)

Overview Our client, a leading Tier 1 consultancy, is seeking an experienced NEC Project Manager to provide cover on a major highway scheme based in Penrith. This interim assignment is expected to run for a minimum of three months, with the potential for extension depending on project requirements.

The role offers a flexible hybrid arrangement, requiring presence in the Penrith office two days per week and remote working for the remainder. The successful candidate will lead project delivery in accordance with NEC3/NEC4 contract conditions, ensuring smooth continuity and compliance during the cover period.

Key Responsibilities
  • Provide effective project management cover for an active highway infrastructure scheme under NEC contract conditions.
  • Maintain project momentum, ensuring programme, cost, and quality objectives are met.
  • Act as the primary point of contact between the client, contractor, and design team.
  • Manage early warnings, compensation events, and programme updates in line with NEC procedures.
  • Oversee contractor performance, ensuring delivery aligns with technical, safety, and contractual standards.
  • Prepare and deliver clear, concise project reports and updates to stakeholders.
  • Promote collaboration and ensure consistent communication across all project interfaces.
  • Support governance and assurance processes during the interim period.
Requirements
  • NEC Accredited Project Manager (mandatory).
  • Demonstrable experience managing civil engineering or highway projects under NEC3 or NEC4 contracts.
  • Strong commercial, contractual, and risk management understanding.
  • Excellent interpersonal and stakeholder management skills.
  • Relevant qualification in Civil Engineering, Project Management, or a related discipline.
  • Chartered or working towards chartership (ICE, APM, or equivalent) desirable.
