Procurement Director | Riyadh (KAFD) | PIF Subsidiary – Industrial Cities Program

A leading PIF-owned subsidiary, responsible for establishing industrial cities across Saudi Arabia, is seeking an experienced Procurement Director to lead and transform its procurement function.

This is a unique opportunity to play a strategic role in one of Saudi Arabia’s most ambitious industrial development programs, working in a high-impact, future-focused environment based in the King Abdullah Financial District (KAFD), Riyadh.

📌 Key Responsibilities

• Develop and implement a comprehensive procurement strategy aligned with the organization’s strategic objectives for industrial city development.
• Lead the end-to-end procurement process, including sourcing, contract negotiation, vendor management, and supplier performance evaluation.
• Establish procurement policies, frameworks, and best practices to drive efficiency, cost savings, and compliance.
• Collaborate with project, legal, finance, and operations teams to ensure procurement aligns with project timelines and regulatory requirements.
• Identify opportunities for strategic supplier partnerships and local content development.
• Manage procurement risks and ensure compliance with Saudi laws, PIF standards, and international best practices.
• Build, mentor, and lead a high-performing procurement team across multiple industrial city projects.
• Drive continuous improvement initiatives and implement digital procurement solutions where applicable.

🧠 What We’re Looking For

• Bachelor’s degree in Procurement, Supply Chain Management, Engineering, Business Administration, or related field (Master’s preferred).
• 12+ years of senior procurement experience, with at least 5 years in a leadership role.
• Proven track record in large-scale infrastructure, industrial, or real estate projects.
• Strong negotiation, contract management, and supplier relationship skills.
• Knowledge of Saudi procurement regulations, PIF standards, and international procurement best practices.
• Strategic thinker with strong analytical, leadership, and team-building skills.
• Bilingual proficiency in Arabic and English.
