People Group are looking to recruit a Civils & Bulding Project Engineer to join the renewals team. We are looking for someone with a Network Rail background to work for a leading Rail Consultancy

Position: Civils Project Engineer 
Rate: £400 (Inside IR35) 
Location: Manchester
Duration: 12 months
Start date: ASAP
Working Arrangements: 3 days in Office 2 days Home
 
Key Responsibilities:

1, Implement Network Rail systems and procedures to deliver a cost effective, high quality and safe approach to design,
construction, commissioning and other technical activities on relevant projects. Review all relevant legislation and liaise
with relevant governmental departments to enable discipline specific technical risks to be understood and highlighted to
DPE for escalation to interested parties, enabling early resolution of issues and reducing programme/cost impacts.
2. Apply engineering controls and procedures to all projects and check that all design and construction contracts include
reference to appropriate Railway Group and Network Rail Company standards applicable to the discipline.
3. Oversee compliance of projects to NR/L2/RSE/02009 Engineering Management for Projects, NR/L2/CIV/003 Assurance of
Civil Engineering Works and the Capital Delivery Engineering Construction Management Plan (ECMP). Assess competency
of contractors’ design, construction and specialist personnel accordingly, carry out role of DPE on some projects.
4. Apply relevant techniques and procedures of quantified and qualitative risk assessment and HAZOP analysis as necessary
and check whether the environmental aspects of all projects are managed in accordance with Network Rail Environmental
Policy.
5. Have an awareness of key Railway legislation such as, ROGS and RIR. Assist with the project application of the Network
Rail Health and Safety Management System and Common Safety Method for Risk Assessment (CSM RA) providing specific
technical evidence and support where appropriate.
6. Monitor all projects for compliance with Railway Group, Network Rail Company standards, NTSN’s, Euronorms,
Eurocodes and Network Rail project control procedures. Managing any deviations with ALARP principles and in
accordance with NR processes.
7. Provide project and programme management advice in respect of all construction activities, testing and commissioning,
and site supervision. Monitor whether the design and construction elements meet the requirements of legislation,
including the Construction Design Management (CDM) regulations.
8. Review designs, reviewing any change to confirm that the projects’ technical requirements are achieved.
9. Undertake reviews of design and construction activities. Arrange audits of contractors to monitor whether safety and
quality of design, construction testing and commissioning and management systems are adequate.
10. Identify and share best practice across various project teams and colleagues.

Essential:


? BEng/BSc or equivalent/higher qualification in Building/ Building Services/Civil/Structural Engineering.
? Membership of a relevant professional institution, such as, ICE, IStructE, and IET
? Significant experience in Building/ Building Service/Civil/Structural Engineering.
? Knowledge of risks within Operational Railway Environment.
? Good interpersonal, influencing, communication and organisation skills.
? Good understanding of quality assurance, environmental, and commercial processes.
? Undertake the role of DPE/PE varied volume and complexity [Buildings] programmes.
? Experience of working with NR internal delivery teams
? Knowledge of Works Delivery Building, Property & Lineside Portfolio.
